You should add a Signature to your Profile (click the Profile button near the top of this page) with your ArchiCAD version and operating system (see mine for an example) for more accurate help in this forum.

To expand on what David wrote:

Make sure that you have selected an option other than the "No Marker" option for the Dimension Marker.

Actually the option selected under "Dimension maker" is the "No maker" option

That is why those two panels are disabled. They are enabled only if you select a Dimension Market for which there is an interface defined in its GDL script. So, you need to choose another Dimension Marker.
