1- Is it better to place text on the view map or on the layout sheets themselves.
2- Is there an equivalent of Revit 'model lines' in ArchiCAD, or are all lines only annotation elements and only applicable to the view they are drawn on?

2. I think you can do this with Morph Lines. They appear in both 2d/3d.

If I understand correctly, you are asking whether lines drawn in Views are View-specific or not.
In Archicad, lines (and other element types, too) are assigned Layers (sort of the equivalent of Revit Categories). When you save a View, it saves which Layers are visible and which ones are hidden. So if the Layer on which you draw the line is set to be visible in multiple Views, then that Line will be visible in all those Views. So in Archicad, there is no such concept of an element being View-specific.
There is one thing though: Partial Structure Display options. Dimensions placed in one Partial Structure Display option will be specific to that Partial Structure Display option, and will not be displayed when another Partial Structure Display option is activated.

If you do, you will be forever swapping between the view and the layout to make sure every thing is synchronised.
Annotate in the views.
If you are worried about the extents of your layout, you can always set your layout page as a trace reference.

1. If the text/info is only related with that ViewMap, I would place it inside the ViewMap. If the text/info is general to some set of drawings, I would place it in the Layout. But note that you can freely edit your ViewMap/Drawing Edges on Layouts. You can find help on this here.

The frame of the drawing on the layout is infinitely adjustable, or you can set it to "Fit frame to Drawing" in which case it will always surround what is in the drawing at all times.
The extent of the frame can not be seen in the view.
The extent of the frame does not limit what you can fit on the layout page.
The master layout and it margins determine what will fit on the page.
If the drawing frame extends past the layout page margins then it won't print beyond that margin.
That is why I suggested that you set the layout page as your trace reference in the view you are working on.

A few things are happening which is frustrating me, and im sure these have either simple explanations or my workflow is all wrong.
1. Ive set up both existing layout and proposed layouts and placed views onto these ready for text..
2. within the existing view, i've then placed text, and this appears on the layout.
3. This text however also appears on the proposed view, which has the filter set for 'proposed'
4. There also seems to be issued in 'tracing' these layouts onto the view. If I trace the proposed layout onto the proposed view, it looks fine, however when I go to the existing view, and swap this with the 'traced' existing layout, it appears in the wrong place.
Do I have to 'detach' each of these views to allow text, annotations etc to not infect other views.
