Try setting your machine to Vista Basic instead of the full shiny transparent Aero.
Right click on your desktop and go to 'Personalize', and then hit 'Window Colour and Appearance'.
The ATI drivers for Vista are still, unfortunately, pretty nasty. We have similar problems on a laptop with an ATI card here, and the Vista Basic thing made it work fine.
