I've just installed Archicad 28, and it's saying license not found. Do you have to contact Graphisoft to update the license before it will work?
Operating system used: Mac Intel-based Sequoia 15.3.1

If you have a license for an old version of Archicad, then yes, you have to purchase a new license or pay for an upgrade to use a new version.
If you are paying an annual subscription or support fees, then the upgrades are included and you can upgrade your license through the license manager.
Or is this an Educational license, in which case you can apply for a new one through MyArchicad website.

I do pay a yearly upgrade. I've went into license manager put can't see anywhere to update.

OK, I am not familiar with software licenses as I do not actually use them (although I do have some for old versions).
I thought software licenses were updated automatically, but I could be wrong.
In the License Manager there is a link to sign in to see your software licenses.
When you sign in, do you see your license and is it suitable for version 28?
If no to either of these questions, it will be best to contact your local distributor to find out what is happening.
Maybe you have to return the license to your pool so it can be updated and then you can download it again?
