work environment - workspace / user preferences

Hello, we have a problem where the workspace/user preferences are automatically duplicating themselves. I open the tpl. and generate a new option. I can delete it manually, but unfortunately it doesn't stay there. Does anyone have the same problem and have a solution?

Just a wild guess: Can it have something to do with folder permissions in the operating system for the folders that store Work Einvironment Profiles?
