The detail marker polygon is just a graphical representation of detail boundary. It's the detail boundary that actually dictates what the detail view will show. This doesn't plot and as Tom pointed out you can show it's visibility via display options. Then you can edit it via the pet palette, like any other polygonal tool.
Furthermore, if the detail marker you are talking about is not the original (ie. it's a copy of the original), then you aren't able to edit it's boundary, because the boundary is determined by the original, or the source, only. In that case you can right click on the detail in the Project Map of the Navigator and choose 'Select Detail marker on the Source View and zoom to it'. Then you can edit it and ithe boundary (not the marker polygon) will change for any and all copies of that detail. (Pretty sure it's that way in 8.1, it's been a while!).

maybe you can spot something wrong in the settings:Can you please upload a screenshot of them? In particular the General Settings of the parameters.
The detail on your image looks like it should stretch just fine via the pet palette. Did you try clicking up near the curve of the marker polygon, where the two separate?

Seems so simple now. but it's overwhelming looking at all the settings when you've never use the tool before.
