not working for me either.

It's a known bug. I reported it a while ago. I don't know when to expect a fix. For now you have to place the PDF in the active window rather than referencing it.

This is still happening in 22 with DWG's if placed as a drawing. Must be a memory problem as it is only affecting our older PC's
