Editing Plane Missing

Hi, any thoughts on how I can get the editing plane to appear? The 'display editing plane' button is checked but it doesn't appear in the 3D window and all the options are greyed out.

A quick update: I realized the drawing was originally an AC14 file that was then saved as an AC15 file. When I start a new file in 15, it works fine.

Edit: update 2: nevermind, I just had to switch to OpenGL.

I set everything you stated here but it doesn't work for me.
I have OpenGL, and completely new file created in AC15.

what should I do?

Check your Work Environment to see the attached setting.
The editing plane will only work in Open GL and if this is checked
you need to select an element to edit for the plane to appear.
