How can I place a fill inside a boundary that already exists. Is there any way to do that without tracing over the existing boundary. It seems like I should be able to select the existing boundary, or just click the fill tool inside the boundary.

Try using the "Magic Wand" tool. (space-click while placing the Fill)

... and if there is anything inside the boundary, try clicking on the boundary edge instead of inside it.
