Select the "top" mesh and Node in the Plan view. Go to change Elevation of point (Contextual menu). Change Elevation to match "lower" Node and click okay.

2. If "Top" & "Lower" Meshes are on the same Story, but on different layers, than hide "Top Mesh" Layer.
3. If they are on different Stories, than Copy(Ctrl+C) placed hotspot. Goto "Lower Mesh Story". Paste (Ctrl+V) copied hotspot to it's original place on the Floor Plan. Choose Column Tool and place with it's center anchor point on the pasted hotspot using Gravity Tool (gravity2mesh).
Now you have anchor point on the "Lower Mesh" to wich you can anchor "Top Mesh" point in 3D Window.

Im trying to set the point of one mesh to a random spot on the other mesh that isn't defined by a node or hotspot,Aside from placing a Column with gravity on (as mentioned), can't you just a new node to the "random" location? Fit to ridges.

For the 2D - place a level dimension with the gravity to mesh at that spot of the reference mesh, read the value, edit the level of the other mesh to that value.
