Is 2 separate railings and one set of stairs possible?

Is it possible to create a new set of stairs where there are railings either side, but different designs? Since one side is against a concrete wall, I'm looking for a simple hand rail fixed to the wall, and the other side is open, thus would require railings attached to the stairs.
