As Laszlo said that Sections folder is a clone of the sections folder in the Project Map.
You can tell it is a clone because the folder has the same icon as the one in the project map - rather than just a plain folder.
You can set your clone folder up with the correct scale, layers,MVO, etc. (just as you do for a view) and as you create plans, sections, elevations, etc. in the Project Map they will automatically be created in the view map with the correct settings.
You can still over-ride these settings individually for each view if you wish or amend the parent folder and they will all change.
You can also create more clones of the same thing (or simply drag a copy and change the settings).
That way you instantly have floor plans, electrical plans, ceiling plans, site plans, etc. for each storey, as weall as sections and elevations at different scales or with different layers.
Pretty much your job sets itself up automatically if you establish the clones in your template.
Yes you will get clones of some things you may not need but you just ignore these and don't place the views on your layouts.
Also don't delete any single view from a clone as the entire clone will be deleted.
