As far as I know, you never could unless the section/elevation is unlinked, then you can manipulate the fills as needed... or generate a 3D with parallel settings straight on. Is the screen shot what you are looking for? It was done with parallel settings and the internal engine.

With the model view options that you indicated (background 'by element', fill 'as in settings' for all fill types), everything is fine for me...

I've no problem here either. (I normally use solid fills to cover items I don't want to display).
The only issue i've seen is that when I create them, they usually end upbehindthe auto-updated content of the S/E. So I have to bring them forward to see them. Once that's done, they stay in front.
