If you have ArchiCAD, go to File>Save As and select DWG as your file format.
If you do not have ArchiCAD, download it from www.myarchicad.com or ask the person who made the ArchiCAD file to save it as a DWG.

If you want to save a 3D version, open the 3D view and from there save as DWG format.
