i believe the fills have been missing since the installation of archicad. returning a new project to the default template hasn't helped...

Hava you really do a "New and reset" ?
You may maintain "Alt" button before go to the file menu. Then "new" become "New and reset".
Other way. You can open a file with the wanted fills, and go to "New" a message give you three choice use the first "use lasts…"
You may also use the "atttributes manager" to copy fills from another archiCAD file.
If you are in AC9, i can't help you more…
