"On Mac first you need to edit the plist file:
Open Users / username / Library / Preferences / com.graphisoft.AC 9.0.0 USA v1.plist file, find the Special Menu key and set value TRUE instead of false (just rewrite in the file, and save), then start ArchiCAD 9.
In Windows:
1.) Edit the Registry via the Run-> "regedit" command
2.) HKEY_CURRENT_USER-> Software-> Graphisoft-> ArchiCAD-> (version)-> Special Menu (value = '1' instead of '0')
3.) Next go to the Options-> Work Environment-> Command Layout Schemes-> Menus -> Customize Menus-> 'Build or edit this menu' right column-> Menu Options-> New Menu-> name the new menu "Special"
4.) Customize Toolbar-> Application commands and menus-> List-> (drop-down menu)-> "All Commands by Theme"
5.) In the same column-> Select the "60 Special" and add the tools you want in the center column (Application commands and menus) to the right column of "Special" (the menu you created)
6.) After closing the dialog the new menu "Special" will appear in ArchiCAD 9.

I just used PlistEdit Pro to turn on the special menu. Started up ArchiCAD and it appeared immediately between Window and Help. Piece of cake. I did not need to add it to my WE, not sure why.
