I think you can also do the following:
1. Open Template file.
2. Open Organizer and Open other ArchiCAD file which has Layouts and Master Layouts you want to use.
3. With drag-and-drop copy needed Layouts and Master Layouts into you Template file.
4. Save Template.

This is what I would like to be able to do, but it doesn't work that way. The Layouts are not saved when you save the template.

I could just make a standard pln that will be used in place of a template. I suppose I would have to make it read only, so it would not be overwritten.

Works for me.
After you have saved the template, when you create a New Project, do you select the new template as the basis of the new project?

Okay, this is wierd. When I open the template from a fresh archiCAD session, the layouts show up, but when I try to start a new file from an existing session, the layouts and the masters are all dropped?
