In Options/Work Environment go to Shortcut Schemes/Keyboard Shortcuts.
Set the list to All commands by theme
In Folder # 12 (Actions) you will find
Arrow Tool/Last Tool Toggle; assign it
1 as a shortcut, overriding the default
