the default pet palette behaviour for me is that
the last tool used globally
becomes active unless it isn't applicable for the particular element or node-type you have clicked . . . in which case it defaults to 'move' command because it is the lowest common denominator (so to speak) and can be used with any element and any node-type that you click on . . .
if this is not the case for you i would suggest reporting it as a bug . . .
