I was having a similar issue on a migrated file. Ended up doing an "Open
and Repair", and then recreated the schedule entirely new from scratch
and have not seen the issue occur again.
The Archicad 28 Accessories Library is in the new library pack format
introduced in AC28. (As Barry mentioned above, you need to load the
“Accessories Library.libpack” file, not the folder, which is how you

Glad it was helpful, I use expressions a lot, and I think they have a
lot of potential; but the fact that they can't access "Library Part
Parameters" like schedules can, is their biggest downfall.
