Pan command not working

I don't know if this is specific to TW, as I'm currently working exclusively with TW, but what has happened some times lately is that the "Pan" command stops working.
I mean that when pressing the scroll wheel on the mouse nothing happens, the little hand doesnt appear. I had to quit AC to get it back, and in another instance I had to restart the computer!

Anyone else experinced this?

Yes, It just started today.... But restarting doesn't fix the problem (I'm not using TW).

If you open "Mouse" in your Mac OS "System Preferences"... what is assigned to the middle button? Mine say's "Button 3".

Other functionality not working: in Safari, center button clicking a link would open the link in a new window. Now it's not working.

Pretty sure it's my mouse settings and not AC.

EDIT:
I just plugged in an old scroll ball mouse and panning worked. Went back to my might mouse and all's well. Whatever
