Yes in ArchiCAD 27(which your signature lists) it is once again possible.

As long as you are viewing in 3D, SaveAs should have an FBX extension available to select

Good afternoon! 

1. Try installing the ArchiCAD add-on for Twinmotion and you will be able to import FBX files even from version 19. 

2. 27th version has everything even without additions. I have attached screenshots below.
