Where's the illusive setting? I can set pretty much anything else...!? /M

If I understand it correctly then it is the Upper Frame Width parameter.
Also make sure that the Uniform Frame Width parameter is not checked, otherwise you will not be able to set it to a value different from the Left/Right/Lower Frame Width values.
