Should drawings of different scale, such as a 1/4" floor plan drawing, have different pen weights in comparison to a 3" detail drawing? Question , And If so what should these pen sets be?

Depends on how diverse your 1/4" pen setting is. Typically we try to incorporate enough pen widths within our pen sets to allow us to draw at any scale. It is up to the user to chose the correct penweight. It is a little harder to do this in ArchiCAD when and if you are trying to create a LIVE detail.
