I am baffled as to why this "gravel" material will not give way to other materials. It is very weak, yet it dominates everything else in al other locations in 2D and 3D. The layer intersect settings are the same. What am I missing?

Only certain elements automatically interact with each other.
For example meshes will not automatically trim anything.
What is supposed to be trimming the gravel in your case?
I am assuming the gravel is a roof?

It is a roof. I had forgotten this. The concrete slab is sloped (roof). I wish that a roof would yield by material strengths since roofs do allow for composites.
IMHO, the roof tool is useful but fairly primitive. If GS ever improves upon it (over-due), they should have a checkbox in the Roof Tool for "Simple Legacy Roof" or "New Complex Roof" tool features. One simple and useful feature would be to pivot from the top or bottom of the Roof Slab.

Probably already a wish from ages ago wanting consistency between the roof and slab tools.

So the gravel is a roof and it is supposed to trim to the vertical (white) wall in your image?
It won't happen automatically, but if you select them, right click and choose Connect > Trim to roof/shell, it will establish the connection based on building material strengths.
So all those in the image I posted that are green are automatic trims.
The blue you have to Connect > Trim/Merge.
The pink you have to do Solid Element Operation.
