You probably either deleted them, or they were never there in that file to begin with.

If that is so, how to bring it back in

If you deleted them, I am afraid your only option is to recreate them, which actually shouldn't take that long of a time, Publisher Sets are pretty easy and fast to create by using drag and drop in the Organizer Palette.
