Archicad 16 very slow in 2D

I am currently using Archicad only for 2d work and it takes ages to upload all elements in a plan or switch between levels.
The description of my computer is contained in the signature.
What could I do?

How many elements do you have on the Story that is slow?
Do you have Trace Reference turned on?

I have only walls and the rest are linework and dimensions. I have many zones, some very large in surface.
No, no trace reference turned on.

If you activate the Arrow Tool, then use the Select All command, then go to the Edit Selection Set Dialog (CTRL+SHIFT+T), how many elements are there on this Floor Plan?

That is not much. I would start worry if there were like hundreds of thousands of lines etc.
So the problem must be caused by something other than sheer number of elements.

You can check and experiment with the options in the Advanced Redraw Options page of the Work Environment Dialog, like 2D Drawing Antialiasing, 2D Hardware Acceleration and Memory Usage.
You may also try to update to the latest driver of your graphics card and see if that changes anything.

Try to turn OFF 2D Drawing Antialiasing and set the 2D Drawing hardware Acceleration level to OFF as well, see if that helps.
