3 different CAD pcs are trying to access a teamwork file that is 150 mb on the SERVER pc
We are having problems connecting to the SERVER pc. This is our network: CAT5E Gigabyte
What do you suggest we change either on the CAD pcs or the SERVER pc or the network?

RAM will surely help, but to me it sounds like your switch/hub isn't up to the job . . .
what speed is your network? 100? 1000? do you run everything through a switch or just a dumb hub? what speed is the switch/hub?

Regards.

Is the server itself really slow? I imagine is wouldn't run very well on its own with that spec, let alone having to deal with multiple users accessing it for various services.
Bumping up the RAM should really help (2GB min, more if you can) but access to the HD could also be an issue, although unlikely with only 4 people.
Still I would recommend saving your Teamwork Drafts to local machines to reduce the frequency of access to the server HD.
What else do you access the server for .. is it just file sharing or do you run other services like email, a database, etc?
