Behavior of stretch lines in Complex Profiles

Lets talk about this "stretch lines" for a sec.
Now...it's my understanding that if you turn on the stretch lines (whether they be horizontal or vertical) and MOVE those lines which demark the ability for the profile to stretch up or down......then you actually CAN make the profile stretch but only in the ZONE between those two "stretchy line" guidelines....is this correct?
you can not merely have the profile stretch lines at the edges of the profile....you have to move them inboard from the edge to the point where you want the profile to be able to grow or shrink? is this correct?

You are correct - only the endpoints between your stretch lines will move when you change the height of your profile.

So in the case of your image there are no end points of the curve within the red lines so only the back of your cornice will stretch.
To stretch the front curve as well your vertical stretch lines need to be at the top where you show the original black stretch line.
