Morph is possibly your best method. Very difficult to get it to work by adjusting the parameters

There is not really a need to convert it to a morph. Edit the segment instead? In the lower segment, you can just turn off the balusters and change the fixing type.
In that was it stays associated to your stairs and if you need to change anything, you can reset the rail rather than redraw it.
