If this is the "Bubble" line type, to change its scale, open Line Types..., select the Bubble line, and change its Dash size. You can also duplicate the Bubble line (use the New... button) to create a Bubble line type of a different size.

I like using a "closed end" spline with a bubble line type.
Seems more versatile and it's how I would have drafted by hand. Just remember, it matters which direction you create the spline (for the bubbles to have the correct orientation).
