Locked layers not visible in Layer Dropdown menu - BUG ?

Hi,

I'am trying to change elements layer, but I cannot find it in dropdown menu or via search because that layer is locked in current view. Also grouping folders gets hidden if all layers are locked in that folder. I think locked layers should be visible does not matter they are in locked or unlocked state. This is bug or some strange intention ?

Operating system used: Windows 5030
