This may or may not be a solution for you but it works for me...How about creating PDF's and printing somewhere like Kinkos or Office Maxx? It's quick easy and inexpensive.
I don't know what size your drawings are but maybe you could submitt a 1/2 size set formatted to fit 11x17
I personally do most all of my work with 11x17 format PDF's...If I need a full size I can print it twice as big.
