Or you can make the walls show up on home story & above, from their respective properties.

Several ways to do that. Do you mean in a temporary view, Layout, or something that you can turn on or off with layer combos ?

what ive done so far is polyline the external extents of the basement walls and match it to the gridlines of GF.

You could setup a view for the basement with Graphic Overrides and a layer combination to show only the walls as dashed lines and place this view on top or below your ground floor view on the layout.
This is how we make structural engineering drawings, which use different projection rules to architectural engineering.
