Stair Cover Fill Problems

Two identical stairs with the same settings except that one has an Empty Fill and the other a Marker Fill. When you use any other fill that is not either empty or air space the background pen setting is over ridden by the "Visible Structure Pen" under the "2D Symbol Type" parameter and it ignores the "Background Fill Type Setting" pen.
