Is it possible to simply turn off these arrows? I don't care about "operating" the windows, I just want to show a clean double hung window in elevation.

Yes,
If in AC13 or 14 it is a Model View Option.
In AC12 and earlier it is an option for the Door or Window.
If in AC13 or 14 it is a Model View Option.

So does this mean with Versions 13 & 14 it is an "all or nothing"? Can the appearance of the arrows no longer be specific to the window itself?

In AC13 it is all or nothing though you can create different MVOs to control it on a per view basis.
After all the confusion with the change in 13, (do a search in the forums since this is asked almost once a week), you have an override in AC14 for individual doors and windows.
