Hi.
Set color to desired blue tone; in transparency select Fresnel and adjust settings. For it to look closer to your example, I'd suggest you check "additive". You can start from there.
Fresnel effect will look better in curved objects. For planar objects, like in your example, you could play with simple transparency.
