orbit pivot point?

when orbitin in the 3d window, the pivot point is sometimes a mile away, causing the model to swing wildly; then the point somehow moves to the center of the screen, but I would like to know how to control it?

Off the top of my head:
When the cursor is on the surface of an element, orbiting happens around that point.
When no surface point of an element is found, then orbiting happens around the center of your whole model.

that's what one would think, but at least in my case it is much more random, which is what puzzles me. I using archicad more and more as a design tool, spending a lot of time in the 3d window and it's frustrating.

In 16 and 17 Orbit and Pan occur around the click point in the 3D window so there must be something else that is creating the problem.
