In plan, I'm expecting to see the wall as solid below 4' & dashed above that datum.
However, it doesn't seem to be doing that...what should I look at to rectify this?
I've rebuilt it several times & I get the same thing. I'm guessing there's a setting I'm missing?
I'm able to delete the linework in the partial plan enlargement, but the plan from which it comes is still "wrong."
Any thoughts on what to look at to resolve this condition?

it works just as expected. You can adjust and change that kind of opening in a section, elevation, 3d view... just mode the nodes of the opening to where you want them. https://www.youtube.com/watch?v=YbNA8G8vBUU

Walls do not display differently in 2d from solid elements. You will see the difference you're talking about but only if the overall wall height falls above or below the cut plane distance.

Hi Proto, I think you should change your show projection setting for the wall selected from Entire element to Floor plan range.

This actually won't work as you can't see the solid elements in floor plan view
I usually show difference with the walls using the railing tool and linking it to my stairs since it can cut itself right at the cut plane

That's what's weird. I think I have my cut plane at 4' above the ground. Ceiling is at 8'-6" for reference.

does layering affect whether the SEO operator may not be functioning in the plan view? [just guessing/grasping at straws...]

Try to make Relative floor plan range - Show up to Current story and put 4’.

It may also take a 3D view for us to know for sure what your wanting to do. Keep in mind that the Floor Plan view is not and exact Cut Plane View because sometimes it is more useful and efficient to make some exceptions to the rules for the sake of clarity. What I thing you are wanting to do is to show walls correctly on a Floor Plan that are similar to something like this - you can make a truly accurate view of it ( if that is what you really want) with the help of a 3D Cutaway and a 3D Document. But you may also be able to get what you need from a wall or a beam. Here is an example of a wall and a beam of the same dimension in Plan view that can be made to look the same - and that are accurate at the Floor Plan Cut Plane.
The reason to use a wall or a beam, or any other element is because not every element can be displayed on All Stories yet. This is an inconsistency in the program that causes many work-arounds. It is better now than in the past, but still, in 25 we do not have the same control for element display for all elements. When you do ( for some reason) what to use a true Cut Plane for something like a stair with hand railing, you can configure a 3D Cut Plane for the appearance you want, print as a .pdf. Then import that .pdf, explode it, and drag some of the parts you want to the Floor Plan for the desired graphics. Some times that is faster than fussing with the settings which are never quite right anyway. There is always a way to get what you need from Archicad.

Here's a 3d view
Just a basement stair that will have storage beneath the stair.
I want the wall to show in plan view that it rises above the cut plane w/ dashed lines...whether that is in concert with how the stair does this is less important...gotta walk before i can run
it shows in 3d & in section, but not in plan yet
