I have one file (can't attach for some reason) which does not allow me to select any line types in the tools & settings of everything, including floor plan, section, details and layouts.
There are many line types already used in the pln, and I can pick up the attributes of an existing line and draw with it, but when I go to select a different line type there are no choices coming up.
I have imported new lines in the Attribute Manager (which shows all of our usual line types already installed), but that changes nothing when I return to the workspace. Other pln's work fine and quitting/restarting ArchiCAD also does not change this behavior.
Thanks in advance.

So it looks like the problem is file-specific if other files have no problem.
So it is probably not a graphics card problem and not a problem with incorrect Work Environment setting.
Maybe you should try the "forward merge" solution.
If you don't know what it is, search for it on this forum, you should find several past posts detailing it.
