It should have been included in the 12 download. Try downloading it again if it isn't in your applications/program folder where the program is installed.

About the AC12 parts: where is the original file in AC10? Save is as a PLA file. It will include all used library parts. Then you can extract that objects in the PLA into a library and use that.
