I'm not able to change the material of every elements of a railing in a single action.
Is it possible?

Both the rail and stair tool, as far as I know, don't have the ability to globally assign a material or pen for 2D or 3D. It has become so time consuming for me that I don't use either of these tools unless I have no other choice. I'll just create a custom object. It's a shame that they took out a perfectly good feature that every other ArchiCAD tool has for no good reason.

Perhaps as a similar workaround you can schedule the railing surfaces sorted by railing part and by using 'merge uniform items' can quickly change the surface for multiple elements at once.

The fact that these two tools have been around for two or three versions already, I'm not holding my breath. This is really the single-most reason I don't use them unless I have to.
Sometimes it's the little things that affect you most.

It will work a little different for railing tool, but maybe it works.
I think I used edit railing and then Find & Select to get all the similar parts and change them at once per railing. Not a real mass change, but quicker than each part one by one.
