I would like to know how to make only the home story change.

If you change the home story on the wall, the top link also changes.

So we need to change the Top link again.
I would like to know how to make only the home story change.

relink home story will pull top linking if it conflicts with the initial geometry. Changing home story in the wall settings will not; it will mess with the wall geometry and position. Maybe this helps explain it a bit better?:

right click > relink home story. position and geometry should remain as-is, but home story association is updated.

That is the whole idea of the top/bottom link.

When you change a storey height, the walls will follow.

 

If you don't want the walls to change, don't link the top/bottom to the storey.

I would like to read an explanation of the check marks and targets in the Pet Pallete Tracker Home Story.
Where can I read the manual?

The check mark is simply another way to accept the value - same as OK or Enter.

The target is a way to mark the position with blue snap guide lines.

So instead of actually stretching to that position, it will simply add snap guide lines at that point.

You will notice that easier stretching a length in plan.

 

In the manual I didn't see it mentioned in the tracker explanation, but in the snap guides I found this.
